Neighbours opposed to a controversial controlled parking plan set up an action group in their local pub – and are determined to call time on the scheme.

Householders would have to pay at least £25 per year for a permit to park within their ‘zone’ – but they would not be guaranteed a space outside their home.

When they met at the Crystal Palace in Station Road, Berkhamsted, neighbours asked why they should have to pay for parking they currently get for free.
