A police scheme designed to help stop prolific offenders from committing more crimes has received a runner-up prize.

The Herts Horizons programme was recognised at the Howard League Penal Reform Awards in London.

Since the project began the number of crimes committed by repeat offenders in the county has dropped by 27 per cent.
