A SHOPKEEPER dubbed town centre parking enforcement “over-restrictive and callous” following a dispute with a traffic warden.
Jonathan Edwards, owner of High Street business Fancy That in Tring, left a note on the van of plasterers working on his shop on Tuesday,
It asked a parking attendant to pop into the shop to let Mr Edwards know of any problems with the workmen overstaying the one-hour limit on the bay metres from his shop.
But Mr Edwards said the warden ignored his note, claiming he was not allowed to enter the shop in performing his duties.
Mr Edwards said: “He clearly preferred to issue a ticket rather than offer a friendly word of advice.
“We have been in the town for 16 years and never abused the parking. The workmen were plastering on the top floor of a three-storey building and needed to have their van nearby. You would have thought they could have had some discretion.”
Mr Edwards also criticised car parking measures in the town after another of the workers was confused by Library Car Park ticket regulations and was issued a £50 parking ticket for feeding the meter
He said that only having the first hour free is making shoppers rush back to their cars and leave the town.
Dacorum Borough Council parking operation manager Janet MacDonald said: “If businesses have contractors working they can contact us, in advance, and we can make arrangements to help.
“Our parking enforcement officers are not allowed to search private properties looking for motorists who have parked illegally.
“You cannot stay in a short stay bay for more than the maximum time allowed. There are long stay spaces in Tring.”
She added that a motorist who receives a Penalty Charge Notice can contest it in the first 28 days from the date it was issued, in writing at the Parking Centre if they feel the ticket has been issued incorrectly, and meter feeding is an offence under the Traffic Management Act 2004.
